GENERAL DESCRIPTION:

A skilled position responsible for maintenance duties and entry level quality control functions of an asphalt plant. The position will also be required to operate public works construction equipment on an as-needed basis. This position typically performs a wide variety of tasks, transferring from one task to another as work flow indicates. Position will be required to serve as back up to the Asphalt Plant Operator, once trained.

ESSENTIAL JOB FUNCTIONS:

• Daily maintenance of the asphalt plant; greasing of bearings, adjusting belts, routinely checking fuel and oil levels. Provides labor support for asphalt plant production operations.

• Position will provide asphalt plant Quality Control support. Daily testing of aggregate moisture content, gradation and occasional asphalt cement content of mixes as required.

• May operate a front-end loader and/or other equipment during asphalt plant operations.

• May occasionally operate public works equipment such as a mini-wheeler dump truck, front-end loader, broom tractor, etc. Occasionally operates gasoline or other powered machinery such as cement-mixers, air hammers, compressors, pumping machinery and saws.

• Washes, cleans and provides routine first echelon maintenance for the asphalt plant and associated equipment.

• Performs manual laboring tasks as assigned. Will be required to operate the asphalt plant on a temporary, emergency or trainee basis.

• Consistently follows Board policies and procedures.  

• Responds productively to change and performs all other related tasks as required and as directed.

KNOWLEDGE, SKILLS AND ABILITIES:

• Knowledge of the operation, maintenance and use of asphalt plant equipment, including quality control lab testing equipment.

• Knowledge of industry regulations governing the use of quality control equipment and asphalt mix design standards.

• Knowledge of the occupational hazards involved.

• Knowledge of, and the ability to obtain FDOT Asphalt Plant Level 1 and Level 2 Certifications.

• Ability to understand and follow oral and written instructions.

• Skill in the operation and maintenance of asphalt plant lab equipment.

• Skilled in the operation and maintenance of heavy construction equipment.

PHYSICAL SKILLS:

Continuous use of both hands and feet with dexterity. Good hand-eye coordination. Continuous use of both near and far vision. Frequent standing, walking, including over uneven or soft surfaces, stopping, bending and crouching. Ability to lift and carry up to 50 lbs. Ability to perform manual laboring tasks under adverse weather conditions. Ability to operate equipment over rough terrain. Capable of continuously operating a motor vehicle or heavy equipment for four hours. Ability to climb stairs of significant height.  Continuous outdoor work in a dusty environment. Working in close proximity to asphalt plant equipment that may have hazardous potential. Possible exposure to unknown hazardous materials. Continuous exposure to moderately high noise levels. Occasional above ground work.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE:

Graduation from an accredited high school or possession of an acceptable equivalency diploma required. At least one year of experience associated with the operation of an asphalt plant. Must be able to work in adverse weather conditions.

LICENSES, CERTIFICATIONS, OR REGISTRATIONS:

Must possess a valid Florida Commercial Driving License, Class B or higher, by the end of the probationary period.  Must obtain FDOT Asphalt Plant Level 1 Certification within the first year, and Level 2 Certification within the second year
